The City Services and Communications team have an exciting opportunity for an Internal
Communications & Employee Engagement Manager. This role will help support organisational
and cultural change and includes taking a lead role in a project which will see the council move
to its new offices this summer.

Main duties
? Develop, implement and manage delivery of the employee engagement strategy,
ensuring that employees feel informed, involved and able to shape the future of the
council, and aligning with the council’s vision, priorities and objectives, and any related
strategies.
? Day-to-day proactive planning, production and management of messages and key
announcements through a range of content and channels, including their composition,
editing and authorisation. Ensure that messages are engaging, effective, timely and
consistent, fit for purpose and adhere to all relevant standards/branding guidelines.
Engage and collaborate with partner organisations where appropriate and required.
? Help ensure staff awareness and alignment with organisational goals, values and
external messaging, using fresh thinking and creative ideas to turn complex information
into relevant, timely, engaging and impactful content for internal audiences.
? Support organisational and cultural change by leading on the effective planning,
delivery and evaluation of discrete internal communications projects, including the
move to the council’s new office at Fletton Quays in the summer.
? Champion employee engagement and communications, promoting its value and
benefits, ensuring that best practices are both known and followed.
? Contribute to the ongoing development and enhancement of our internal
communications channels using feedback and exploring new innovation tools (including
digital, video, social media technologies and free online design tools).
? Advise senior management, line managers and make strategic recommendations on
employee engagement/internal communications to help build leadership expertise and

a positive organisation culture. Provide regular updates on internal communications
activity to managers.
? Identify the training that will enable managers to engage effectively with employees by
specifying the skills and behaviours required, devising ways for managers to assess
their training needs, producing training specifications and plans, commissioning and
managing providers, managing and delivering training where required. Work with L&D
to implement this.
? Gather insight and evaluate all activity to ensure impactful communications that support
behaviour change and continuous improvement, including benchmarking, employee
feedback surveys and focus groups; publish reports on its impact, benefits and
recommendations for improvements.
? Manage the employee recognition scheme to ensure employees are appropriately
recognised for their achievements.
? Advise staff and councillors on excellent internal communications and how best to
engage staff to further organisational and departmental priorities, based on audience
insight.
? Manage the internal communications business support and direct project groups, such
as the staff panel.
? Seek opportunities to become more commercially focused and support the team and
organisation in achievement of this.
? Support the wider Communications teams by offering, as required, internal
communications and staff engagement advice.
Key Skills
? Excellent verbal and written communication, including presentation skills.
? Ability to interpret and communicate complex information clearly, simply and succinctly.
? Write, implement and manage internal communications plans.
? Excellent relationship building skills - ability to engage and collaborate effectively at all
levels.
? ICT skills at intermediate level in Word, PowerPoint and in web based design and other
media applications, including social media.
? Creativity and innovation.
? Ability to establish and maintain personal integrity and credibility, building trust when
dealing with customers, stakeholders and colleagues.
? Politically aware and astute; able to operate and communicate information in a
politically sensitive way.
? Ability to anticipate staff reaction and sentiment and plan responses effectively.

? Resilient and able to work under pressure and to deadlines.
